The study aimed to identify the advanced educational unit efficiency as per Scamper Program to develop innovative thinking skills at talented and normal children in preschool in Jeddah City, the study used quasi-experimental methodology on a sample composed of 22 children (males and females) which were divided as the following: 20 normal children, 2 talented children who were identified after applying the scale of behavioral features estimation list for talented children, the study applied Torrance Configurable scale (B) pre and post on all of the sample members to measure how efficient advanced educational unit is as per Scamper Program to develop innovative thinking skills at talented and normal children. Important results of the study included: there were statistical significant differences at the level of (0.05) between the means of sample children's scores in preschool in the two applications pre and post of Torrance Scale of Innovative Thinking (Fluency Skill), for the favor of post application at normal children. There were statistical significant differences at the level of (0.05) between the means of sample children's scores in preschool in the two applications pre and post of Torrance Scale of Innovative Thinking (Originality Skill), for the favor of post application at normal children. There were statistical significant differences at the level of (0.05) between the means of sample children's scores in preschool in the two applications pre and post of Torrance Scale of Innovative Thinking (Flexibility Skill), for the favor of post application at normal children. There were no statistical significant at the level (0.05) between the means of talented children's scores in preschool in the two applications pre and post of Torrance Scale of three skills, and the total degree of skills, in spite of high means of skills' scores, for the favor of post application with a difference of 4.83, not more than 5 marks, this is due to small sample of talented students, which included only two children.
