:
Form-based codes have recently been introduced as viable alternatives to the traditional zoning regulations. They are land regulations that foster a predictable built environment and high public realm, building form rather than solely land use is the guiding principle of the code. It contrasts with the traditional zoning regulation which separates land by uses for the purpose of maintaining an orderly separation of incompatible uses. This research identifies the need for a suitable approach to achieve sustainable and vibrant neighborhoods based on design codes that guide designers in shaping the form and appearance of the urban environment. Therefore, it evaluates the existing traditional zoning regulations of the study area (Jeddah city, Saudi Arabia) specifically its supplementary urban design form or built form with the aim to promote the potentials of form-based codes in comparison with traditional zoning regulations in providing a vibrant and active urban environment that encourage interactive community and providing a means to represent the community’s vision. To fill the research gap, this research provides an assessment of existing traditional zoning regulations in two Jeddah Districts for planners, designers, students, and the public and policymakers to modify the traditional zoning regulations and to start considering incorporating alternative approaches that promote active community living in Jeddah. The results show that Jeddah City does not have form-based codes as part of the city’s planning regulations, but the existing urban design setting of the studied districts can be easily retrofitted to incorporate form-based codes. Finally, the research presents the wide variety of possible approaches and best practices that can serve as a guide template for incorporating Form-Based Codes in urban built environments.
