This thesis addresses a number of housing problems faced by the City of Jeddah, In particular, it focuses on recommending housing solutions for lower-income and middle-income residents.. There is an extreme shortage of good quality low and mid-income housing. Existing planning policies and regulations favour low density, land-intensive development. Coupled with high land prices, this makes housing unaffordable for many.
This thesis examines current initiatives for addressing these issues, and then considers the evidence of survey data that are currently available. These data include the Census of 1425 (2004) and JUO of 1428-9 (2007-8). This analysis leads to a set of detailed recommendations for how Jeddah Municipality can reduce the growth of unplanned settlements in the environs of the city, and provide better housing for less affluent sectors of Jeddah’s population in particular. This study generates some urban indicators for the housing sector in Jeddah, defines each one, shows its importance, its calculation methodology and some strategic objectives and initiatives for the housing issues. It also reviews building codes and regulations in a way that would help reduce costs and increase the supply of land plots and dwellings. KPIs in chapter III show clearly that: shows the large segment of Jeddah’s population, 54%, that has less than SAR 6,000 in monthly household income. Half of Jeddah’s population cannot aspire to own a home. Furthermore, this group generally cannot afford rent, except in the informal districts.
These recommendations are appropriate to the goals of the Jeddah Strategic Plan. They will lead to housing which is fully serviced with respect to public utilities. They will also help resolve issues relating to the high incidence of undeveloped land designated for housing use and the consequent loss of wealth-creating opportunities. |
