Abstract |

The main problem this papers aims to manifest is the strong and special trade
relationships between the Gulf Cooperation Council countries and the European Union
countries, which occur in a non-matching and unbalanced fashion, leading in final analysis
to the terms of trade being in favor of the second group rather than the first.
Assuring the above is that the EC countries deal in trade with other countries
including the GCC with anti-influencing negotiation strength relying on the total economic
unity they have achieved over the last forty years, and being in the highest standards of
economic integration. However, Gulf nations in general lack this negotiation strength due to
the absence of an effective economic integration, even though the GCC has been in effect for
twenty years.
The goal of this paper narrows to attempting to find good solutions for the problem
diagnosed above, and verifying the basic hypotheses placed by the researcher in order to
facilitate the future of the Gulf-Europe trade in a matched and balanced manner with an
effective economic union in the Gulf.
To reach this goal, this paper outlines the foreign trade actions between the GCC and
EC, to learn the trends of the terms of trade between them and its final standing, shown in
the status of the trade balance between these two sides over the period of study. In addition,
the paper highlights the economic effects of the European economic unity of the GCC, and
also the expected outcomes of the GCC countries joining the WTO. The researcher
employed the deductive and inductive methods to assess the problem and find its true causes
on the global scale and within the GCC. Additionally, the researcher attempted to build a
mathematical model to observe and estimate the terms of trade function, based on foreign
trade statistics of the EC and GCC between 1985 and 1996.
It is likely that this problem will increase in complexity in light of the unprecedented
change in the global economic system, with most countries joining the "World Trade
Organization" upon completion of development of the "General Agreement of Trade and
Tariff' to include freedom of services as well as goods.
These developments will make the competition between countries on the market
more severe, and survival will be only for the fittest who can produce and export at the
highest quality and lowest possible cost in the right timing to the importer, and this is the
real challenge that awaits. |
