:
Change is one of the most difficult tasks confronting organizations, both in developed and developing countries. Saudi Arabia is not isolated from that trend since the implementation of the ambitious Saudi Development Plans the Saudi public organizations are facing a dynamic environment with new demands and needs. In the face of these new circumstances, traditional organizations (closed system) cannot meet the rapid challenges of a complex society, economy and workforce. The (open organization) in which the management processes and the human potential work together, will meet such challenges. This study presents and synthesizes the two models (open and closed systems), indicates where the Saudi public organizations on the closed-open continuum, identifies some strengths and weaknesses that exist in the Saudi bureaucracies, and tries to bridge the gap between what it is and what it should be.
